Les modèles génératifs ne se contentent pas de répondre à une question. Ils sélectionnent les informations qu'ils présentent, hiérarchisent les arguments, reformulent les connaissances et peuvent en écarter d'autres. Lorsque ces outils sont utilisés pour préparer des notes, analyser un dossier complexe ou explorer des options réglementaires, cette sélection devient une étape intermédiaire susceptible d'influencer le raisonnement des décideurs, même si la décision finale reste humaine.
Cette influence est d'autant plus difficile à percevoir que les réponses produites paraissent souvent neutres, synthétiques et convaincantes. Pourtant, les critères de sélection des informations, les biais éventuels du modèle ou les choix opérés lors de son entraînement demeurent largement opaques. L'étude souligne ainsi la nécessité d'encadrer l'usage des assistants IA au sein des institutions publiques, notamment en matière de transparence, de vérification des sources et de gouvernance.
Au-delà des performances techniques des modèles, la véritable question devient donc institutionnelle : quelles garanties démocratiques doivent accompagner l'utilisation d'outils capables d'influencer la préparation des politiques publiques ? À mesure que les assistants IA s'intègrent aux administrations, la régulation ne portera plus seulement sur les systèmes d'intelligence artificielle eux-mêmes, mais également sur leur place dans les processus de décision. C'est une évolution majeure de la gouvernance de l'IA qui pourrait durablement transformer la fabrication des politiques publiques.
